Clothing stores, bookstores, florists and sporting goods stores are among businesses that can start curbside services, according to Gov. Gavin Newsom.
"Californians, working together, have flattened the curve," Newsom said in a statement. "Because of that work, our health data tells us that California can enter the next stage of this pandemic and gradually begin to restart portions of our economy."

Health officials report more than 62,000 cases of the virus in the state, which was one of the first to implement a stay-at-home order.
Newsom has been criticized by some as being too slow to reopen, with at least three counties defying his orders. He said some jurisdictions will be able to move to reopen faster if they meet certain testing and tracing requirements.
The state issued reopening guidelines for the businesses that include steps on social distancing and sanitizing.
"It's critical that businesses and employers understand how they can reduce the risk of transmission and better protect their workers and customers," Newsom added. "COVID-19 will be present in our communities until there is a vaccine or therapeutic, and it will be up to all of us to change our behavior and eliminate opportunities for the disease to spread."
